HASLINGFIELD  PARISH  COUNCIL

Minutes of meeting held on Monday April 8th  2013

Present –Bob Branch, Trina Backhurst, Julie Coxall, Christine Kipping, Rebecca Ridley, Wendy Timbs , Ron van der Hoorn,

Sebastian Kindersley was in attendance

    There was one member of the public present

 

1      Apologies for absence – Lucian Hatfield, John Offord, John Pym and Robin Page

2      Members Declaration of Interest – Julie Coxall planning application n New Road

   

    3      Open Forum –  Complaint about Burger Van parked outside the shop

4     Minutes of meeting held on March 11th were agreed and signed with the addition of Trina’s name

       

5    Matters to be reported from these minutes – Bank of Cyprus, money cannot be withdrawn, no

       insurance appears to be available.  The bond matures May 2014.  Signatories will need changing

       nearer the time

       Attendance by JW at meeting at SCDC concerning boundary changes – agreed

 Broad Lane signage is not yet complete

6             Confirmation of decisions made since last meeting – none

 

7            Planning –S/0326/13/FL – Garage conversion with new pitched roof-11 New Rd – agreed

S/0436/13/FL – Two storey side extn and single storey rear extn 29 Chestnut Close – site visit requested as proposed extension is very close to boundary of no 28

Tree work 13 Broad Lane – agreed

SCDC have given permission for side extension at 52 The Elms and various alterations to 6 Church Way

 

8            Additional Matters for discussion – Tennis Club request to install floodlighting and an additional tennis court.  Council agreed in principle, planning permission to be obtained and agreement in writing from other users i.e. Cricket club and football club.  Local residents to be consulted

Burger Van – many complaints have been received about this van.  This is being investigated by SCDC Environment Dept and the Police

Haslingfield Post Office – the removal of funding is threatened in 2015, this to be investigated

Sustainable Energy Partnership – communication from Liz Heazell has been circulated

School Lane through to Back lane – a quote of £12 per cut was agreed to keep the area trimmed          

Next Police panel meeting is at Gamlingay on April 18th

 

9        County Councillors Report – Cambridgeshire is the worst funded authority in the country for education.  The whole school budget is down by at least 10%.  This puts school governors and administrators in a difficult position especially as locally the number of pupils continues to rise out of proportion with funding.  Extension to speed limits in Arrington should be implemented week commencing May 6th.  Open days have been held at CEMEX, poor advertising resulted in few Haslingfield residents attending.  There was enthusiasm for a new ski slope to replace the one at Bassingbourn, but visitors were generally against any form of residential development.  Work continues to develop a way of replacing the subsidised bus services with a suitable alternative.  Funding for the A14 is still under discussion with a toll road still a possibility.  Permission has been given for a development of tennis courts etc behind the rugby club in Grantchester. A proposal to provide a stadium on green belt land at Sawston has been submitted.  HPC to support this

 

10    District Councillors Report – These notes were circulated.  Various comments were given by Robin on the development of Trumpington Meadows and planning in general.  Details of the community Infrastructure Levy were given.  Robin intends to get involved in the dilemma at the village Post Office.

 

11      Committee and Working party Reports

 

A – Environment – Spaced hedging is to be planted in Wellhouse Meadow.  The village has been granted a Diamond Jubilee Oak tree which will be planed within the next three weeks.  The school children to be invited to join in the ceremony and members of the lunch club.  HPC agreed to fund a water reservoir to fit around the trunk

Boundary posts have been erected around Porker’s wildlife area.  Ivy roots have been cut on the Wellhouse meadow wall.  HPC also to fund more weedkilling in Wellhouse Meadow and the cost of 8 posts to define the area where wildflower sowing has taken place

 

B – Pavilion  –  a wind up meeting of this committee was held on April 3rd.  A new committee to be advertised for.  The new treasurer will be Trina Backhurst.  New tables have arrived

 

C- Highways Safety measures – awaiting response from CCC

 

D – Allotments  – no report

 

E – Trumpington Meadows –.keys will be handed over for the new school in May and it will open in September.  Most residents so far seem to be sending their children to private schools.  Larger houses are not selling well and changes are being proposed to existing plans to build more smaller dwellings

 

F – Play Area – in order

 

G- Website – no report, LH absent

 

12     Correspondence  – Sum of £1K has been bequeathed to the Parish Council to be spent on play facilities for local children by Mr Alfred L.Gellert deceased

 

 

13    Co-option of two new parish councillors there are five applicants– interviews to be held on April 17th

 

14    Inspection of Parish Paths – Clerk to delegate paths to each councillor

15    Emergency Plan update – First Aid Training c/f  to May meeting

16    Grantchester Cycle path – update circulated on 26.3.13 – Richard Pemberton has submitted a written report on the road surface and would prefer a proper path and not grass, he is awaiting permission to proceed from Kings College.

Francis Burkitt is very supportive and a letter is to be sent to Grantchester Parish Council seeking their support.  Regular updates are to requested from Camilla Haggett at CCC.

 

17    Future Administration of Village Hall – following the resignation of Paul Brammer and the retirement of Christine Tod the committee has disbanded.  Christine will carry on with bookings.

Volunteers to be sought to form a new committee

 

18    Finance –

 Resolution to pay outstanding accounts proposed by CK seconded by WT
