2 Members Declaration of Interest – ML re yellow lines around the school
3 Open Forum – presentation by Andrew Crossley (Trumpington Farm Company) and Richard Cutler (Bloombridge) re plans to install a Solar Energy Farm at Cantelupe Farm, Haslingfield. This will cover 25 acres and provide energy for 1,000 homes. There will be a public consultation event possibly in February 2011

5 Matters to be reported from these minutes – the estate agents marketing no 6 Church Way have been asked to point out to potential clients that there is no parking on the High St close to the property
6 Planning – Planning permission refused by SCDC for an extension to 25 Church St, The pplication for an Agricultural Store Building on land to the west of Grove Farm, Harlton Rd was also refused. An appeal has been submitted against non determination of 18 The Knapp
7 Additional Matters for discussion
Two residents of Moss Drive wish to remove some trees on the verge in Cantelupe Road adjacent their fences. This to be referred to CCC Highways
The request from a resident of Lilac Close to remove branches from the tree outside the house to be refused.
Environmental Health at SCDC to be asked to arrange removal of a mattress etc dumped near the bus shelter in Lilac Close.
8 County Councillors Report – SK asked if the council felt it necessary for senior staff from SCDC and CCC to attend Police Panel meetings? As the plans for the A14 appear to have been ditched, would the council consider a toll road a possibility?
Park and Ride –since the scheme started in 2000 ticket prices have increased from £1.20 to £2.60, despite this passenger figures have effectively doubled from 1.9million to 3.8 m. In the same period the charge for each bus leaving a P&R has in fact decreased from £2 to £1.50! Costs to the CCC have increased from £0.36m to £0.93m. This agreement is now up for renewal. It is hoped that school buses, employer transport schemes and other bus companies be allowed to use the P&R. Local Authority budgets are expected to fall by 28% over the next 4 years. If the council chooses to freeze council tax next year it will receive a grant equivalent to the yield a 2.5% increase would generate, this grant will be for at least the period of the next 4 years but there are no guarantees beyond 2014/15. many direct grants will be reduced but the Growth Area Fund and the School Sports Partnership schemes will be scrapped altogether. Complaints about street lights can be given direct to the County Council.
9 District Councillors Report – Jean Hunter new CEO for SCDC will attend the December meeting of the Parish Council. Cambridge Horizons has awarded £1,500 to HPC towards administrative costs associated with the Trumpington Meadows development, and a further payment of £1,500 to be shared with Trumpington Residents Association to produce a booklet to be handed to new residents giving the history of the area and facilities available. A new footpath of the area to be produced. LH to deal with this. Blue Bins – if you have more material than your blue bin will take, put it out in the old kerbside boxes and it will be taken
10 Committee and Working party Reports
A – Environment – Report circulated. A detailed survey of the Parish should be repeated and a new ‘Walks’ leaflet produced. The surface of River Lane is a cause for concern following the laying of crushed limestone by CCC, this has been exacerbated by the passage of sewage lorries when the pumping station failed. Suggestions are needed to increase the use of Wellhouse Meadow, possible expansion of the fruit trees into a Community Orchard. The map of non-domestic land ownership in the Parish needs revision.

C – Allotments – entrance to plots now being overhauled and tidied up
11 Update on Trumpington Meadows – Julie Ayre and Andy O’Hanlon (Cambridge Horizons) and Peter Duthie (Rights of Way Manager) were in attendance. Proposed cycle routes between Haslingfield and the development were discussed, and a small working party is to be set up including Rob Mungovan (Ecology Officer) to explore routes. Negotiations on the Art Work are being led by the City Council and have included Trumpington Residents Association and local councillors up until now, in future Haslingfield Parish Council will be involved, £105K is available. The land has not yet been released by the owners for the development and Barratt Homes have been unable to progress, hopefully plans will be submitted by January. Julie Ayre is to attend HPC bi-monthly in future to give updates.

13 Co-option of Councillor – David Blake, proposed by MR seconded LHa was duly co-opted
14 Parking at the school – following a meeting with CCC Highways engineer Karen Lunn it was proposed that yellow lines be painted on the road opposite the school and around both corners, also from the school sign outside no 12 High St and around the corner. This was agreed by the council.
15 Section 106 Education payment from Leach Homes – this has not been allocated at present
16 Report on Police Panel meeting – attention to parking outside Haslingfield School to be a priority. Several break ins reported whilst residents are sleeping
17 Report on SCDC/Parish Council Liaison meeting – Parish Councils to be asked to assist the less able with completing census forms in March 2011. The forms consist of 40 questions and will cover 4 pages. Funding cuts were discussed SCDC has 11th lowest Council Tax in the country. Level of job cuts not known at present. Gypsy and traveller problems around Bassingbourn were discussed. Problems with the new Planning IT system should now be resolved.
18 Ideas for allocation of money from Section 106 payment from Wisbey’s Yard – proposal from Pavilion Committee to extend the patio at the rear of the village hall to accommodate tables and chairs with a small fence surrounding it. To re-lay paving at the front of the hall and improve the lighting, and possibly to erect a wall at the far end of the field for kicking a ball against. This was carried unanimously
