Monday February 11<sup>th<\/sup> 2013<\/b><\/p>\n<p><b>Present<\/b> \u2013, Bob Branch, Julie Coxall, Lucian Hatfield, Christine Kipping, John Offord, Rebecca Ridley, Wendy Timbs , Ron van der Hoorn, John Wheelhouse<\/p>\n<p>Sebastian Kindersley and Robin Page were in attendance<\/p>\n<p>\u00a0\u00a0\u00a0 There was one member of the public present<\/p>\n<p><b>\u00a0\u00a0\u00a0 <\/b>Michael Coles gave a presentation on the history and organisation of the Warden Scheme<\/p>\n<p>Julie Ayre updated the council on the progress of the pedestrian cycle route from Haslingfield to Grantchester.\u00a0 There is \u00a397K in the Section 106 fund for Trumpington Meadows.\u00a0 HPC will need to bid for some of this to be spent on the cycle route when the 100<sup>th<\/sup> dwelling is occupied at Trumpington Meadows.\u00a0 JA has a meeting with King\u2019s College on 12.2.13 to discuss the route crossing their land.\u00a0 The title of the path will change from footpath to Bridleway.\u00a0 There will be no cost to Haslingfield Parish Council at any time, initial costs will be picked up by CCC.\u00a0 The surface of the path will be atting which the grass can grow through.\u00a0 JA felt that representatives from CCC should come along to a meeting of HPC.\u00a0 A meeting is to be set up with TFC<\/p>\n<p><b>\u00a0<\/b>1\u00a0\u00a0\u00a0\u00a0\u00a0 <b>Apologies for absence<\/b> \u2013none.\u00a0 The Chairman announced that Roger Scott had resigned from the Parish Council<\/p>\n<p><b>2\u00a0\u00a0\u00a0\u00a0\u00a0 Members Declaration of Interest <\/b>\u2013 JW Tree work application and RR planning application for 2 Church Way<\/p>\n<p><b>\u00a0 \u00a0\u00a03<\/b>\u00a0\u00a0\u00a0\u00a0\u00a0 <b>Open Forum <\/b>\u2013 \u00a0No comments<\/p>\n<p>\u00a0 \u00a0\u00a0<b>4\u00a0\u00a0 \u00a0\u00a0Minutes<\/b> of meeting held on January 14<sup>th<\/sup> were agreed and signed with one alteration \u2013 Prue van der Hoorn had offered to paint the village sign and not the finger post near the village hall<\/p>\n<p><b>5\u00a0\u00a0\u00a0 Matters to be reported from these minutes \u2013<\/b><\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 Local Plan I and O Consultation 2 response \u2013 some amendments were proposed and agreed, letter to be sent by 18<sup>th<\/sup> February 2013<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 Trumpington Meadows Community Governance Review application to SCDC \u2013 the draft letter was agreed by the council with some amendments<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 Budget 2013\/14, revised budget agreed<\/p>\n<p><b>\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b>Motor cycle in the river near the bridge has been reported to the police<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 Water running from Back Lane is due to excess water running down from the fields\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 No action taken about broken gate between the two Wellhouse meadows<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 Signage in Broad Lane has been changed by CCC before it was agreed by HPC and the dead end signs have not been erected.\u00a0 RR to follow this up to achieve Council\u2019s preferred options<\/p>\n<p><b>6\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Confirmation of decisions made since last meeting \u2013<\/b> none<b><\/b><\/p>\n<p><b>7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b>A<b>dditional Matters for discussion<\/b> \u00a0.<\/p>\n<p>The history of the names on the war memorial has now been scanned and is to be put on the web site.\u00a0 Thanks to RvdH for all his hard work.<\/p>\n<p>TB to investigate insurance on Financial investments for Parish Councils\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Snow clearance of paths was discussed.\u00a0 It was felt more volunteers were needed and to be supplied with snow shovels etc \u2013 agenda item for September 2013.<\/p>\n<p><b>8\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>County Councillors Report \u2013 <\/b>Black Bin rubbish is currently being landfilled due to the breakdown of the Mechanical Biological Treatment facility at Waterbeach.\u00a0 The landfill tax is being paid by AmeyCespa the manufacturers of the equipment, therefore CCC is protected from any additional costs.\u00a0 CCC needs to find savings of \u00a332M this year, which includes a like for like drop of \u00a310.3M Government funding.\u00a0 The council tax will be rising by 1.99%. and making 100 staff redundant.\u00a0 The Government has allowed the Fire Service in Cambridge an increase of up to \u00a35 a year, this makes it increasingly unlikely that Gamlingay Fire Station will have to close.\u00a0 Over 24,000 homes and businesses supported the Connecting Cambridgeshire campaign during 2012, making it the biggest in the country.\u00a0 The supplier is in the process of being appointed.\u00a0 Buses \u2013 we do now have a commitment from CCC that services will not disappear until there is an alternative plan in place.\u00a0 The police are making drug dealing and drug taking a People\u2019s Priority following the recent Police Panel meeting.\u00a0 The police cannot act on second hand information, so every incident must be reported to the police by dialling 101.\u00a0 There are a lot of metal thefts happening around at the moment.\u00a0 SCDC have decided to freeze the funding for Citizen\u2019s Advice Bureaux for the next 2 years and then tapered down by \u00a315K per annum over the following two years.\u00a0 Art funding for SCAMBS is being cut completely.\u00a0 Haslingfield School will get \u00a36,300 extra funding this year from the Pupil Premium.\u00a0 CEMEX have withdrawn from holding a consultation exercise in the village.<\/p>\n<p><b>9\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>District Councillors Report \u2013<\/b> RP commented he was sorry to report that the weekly phone calls to residents living in Sheltered Housing have now stopped.\u00a0 He felt this was an important line of communication.\u00a0 He is trying to get SCDC to take more interest in the care of the elderly, and is pushing to get more action.\u00a0 He admires the Warden Scheme being run in Haslingfield and feels this should be run by SCDC.\u00a0 Workshops are being held at SCDC rather than debates about support and facilities\u00a0 ie green spaces, green belt, provision of doctors etc.<b><\/b><\/p>\n<p><b>10<\/b> <b>\u00a0\u00a0\u00a0\u00a0\u00a0Committee and Working party Reports<\/b><\/p>\n<p>A \u2013 <b>Environment <\/b>\u2013 a map of the drains on the recreation ground showed drains along the Porkers Lane side meaning that trees cannot be planted there.\u00a0 Funding for landmark trees has been withdrawn.\u00a0 RR to pursue the offer of a tree from Jeremy Cole.\u00a0 An application is also to be made via Andrew Grimmer (SCDC Tree Officer) for a tree from the Jubilee Tree Scheme.<\/p>\n<p>Neighbours of the Wellhouse Meadow have objected to hedging being planted alongside their boundary.\u00a0 It is now planned to plant hedging alongside the moat and around the far corner.<\/p>\n<p>Fly tipping is evident behind one house in New Road<\/p>\n<p><b>B \u2013 Pavilion<\/b>\u00a0 &#8211; \u00a06 new small tables and one large one have been ordered.\u00a0 Several complaints have been received about the level of heating in the hall since the new boiler was installed.\u00a0 Advice will be taken on this.\u00a0 The refurbishment of the toilets and shower rooms is being investigated by Jw and JO.\u00a0 The Chairman of the Pavilion Committee Paul Brammer is to resign at the end of March, and Christine Tod, Treasurer\/Secretary is to retire at the same time.\u00a0 Christine is happy to continue taking bookings for the Pavilion.\u00a0 LH offered to read the solar panel meter on a quarterly basis<\/p>\n<p><b>C- Highways Safety measures \u2013<\/b>RS is doing an excellent job in taking this forward and has set up meetings with neighbouring parishes to discuss speed limits etc on adjoining roads.\u00a0 Contact has been made with the local PCSO, Paul Lancaster about conducting a local traffic survey.\u00a0 CCC have been informed of the long list of speed reduction and traffic calming options, and cost estimates have been requested.<\/p>\n<p><b>D \u2013 Allotments<\/b> \u00a0&#8211; a request to erect sheds on the allotments was discussed and deferred until the next meeting.\u00a0 There is currently no waiting list.\u00a0 Closing balance at 31.12.12 was \u00a31263.72<\/p>\n<p>The<b> <\/b>following amendments to the constitution were discussed and agreed<\/p>\n<p>1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 That the AGM should be held during the first week in December<\/p>\n<p>2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The number of officers be increased to four to accommodate the secretaries job being split<\/p>\n<p>There is considerable increase in the rabbit population<\/p>\n<p><b>E \u2013 Trumpington Meadows \u2013 <\/b>report from In-Site Arts Committee \u2013 gold bricks are still being produced and hopefully Barretts will install a notice board to explain the story behind them.\u00a0 A book has also been prepared, and copies will be given to each household with a brick.\u00a0 There will be another social event in the spring with a walk stopping at various art installations along the way , followed by a picnic.\u00a0 Neville Gabby from Addenbrookes and Southern Fringe development is to organise some walks around both sites.\u00a0 Michael Cole to be asked to help with those that reach Haslingfield land.\u00a0 The \u2018Maze\u2019 in the country park has been given planning permission.\u00a0 It has been agreed that there will be a work of art at Byron\u2019s Pool.<b><\/b><\/p>\n<p><b>F \u2013 Play Area \u2013 <\/b>damaged slide has now been replaced, and other repairs carried out<b><\/b><\/p>\n<p><b>G- Website \u2013<\/b> the web site is seen as belonging to the village and not the Parish Council.\u00a0 The idea of a \u2018drop box\u2019 for HPC was suggested this could have pr\u00e9cis items displayed\u00a0 This was felt not to be an ideal solution.\u00a0 LH to go back for more discussions and revert to the next meeting<b><\/b><\/p>\n<p><b>10\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Correspondence \u00a0<\/b>&#8211; development of North West Cambridge approved by
