{"id":5685,"date":"2012-07-13T07:40:21","date_gmt":"2012-07-13T07:40:21","guid":{"rendered":"http:\/\/haslingfieldvillage.co.uk\/wp\/?p=5685"},"modified":"2012-07-13T07:40:21","modified_gmt":"2012-07-13T07:40:21","slug":"minutes-of-parish-council-meeting","status":"publish","type":"post","link":"http:\/\/haslingfieldvillage.co.uk\/dev\/?p=5685","title":{"rendered":"Minutes of Parish Council Meeting"},"content":{"rendered":"<p>\u00a0<!--more--><\/p>\n<p align=\"center\">HASLINGFIELD\u00a0 PARISH\u00a0 COUNCIL<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Minutes of meeting held on Monday July 9th 2012<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Present<\/strong> \u2013Julie Coxall, Ron van der Hoorn, Ray Jack, Christine Kipping, Olga Murkin, John Offord,Rebecca Ridley, Roger Scott, Wendy Timbs , John Wheelhouse<\/p>\n<p>District Councillor Robin Page and County Councillor Sebastian Kindersley were in attendance\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>\u00a0\u00a0\u00a0 There was 1 members of the public present<\/p>\n<p>&nbsp;<\/p>\n<p>1\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Apologies for absence<\/strong> \u2013 Lucian Hatfield\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p><strong>2\u00a0\u00a0\u00a0\u00a0\u00a0 Members Declaration of Interest <\/strong>\u2013 JW declared an interest in TM Stadium development<strong>\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p><strong>\u00a0\u00a0\u00a0 3<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Open Forum \u2013 mone<\/strong>\u00a0\u00a0\u00a0<\/p>\n<p><strong>4\u00a0\u00a0 \u00a0\u00a0Minutes<\/strong> of meeting held on June 11<sup>th<\/sup> were agreed and signed \u00a0RS name was added to the list of those present<\/p>\n<p><strong>5\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><strong>Matters to be reported from these minutes \u2013<\/strong>No need for C&amp;V articles to be<strong> <\/strong>transcribed into Braille or large print<\/p>\n<p>Claim sent to Insurance company for replacement slide in Play Area<strong><\/strong><\/p>\n<p><strong>6\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><strong>Confirmation of decisions made since last meeting<\/strong><\/p>\n<p>MR has agreed to continue to represent HPC on the Public Art Committee for TR<\/p>\n<p>Bailiffs had been appointed to remove travellers camped on the recreation ground 15\/6\/12 at a cost of \u00a3440<strong><\/strong><\/p>\n<p><strong>7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><strong>Update on Proposed Community Stadium Trumpington Meadows \u2013 <\/strong>JW having declared an<\/p>\n<p>interest left the meeting.\u00a0 It was agreed to circulate to all houses the letter explaining the situation, but advice to be sought on the covering note listing details of how residents should object.\u00a0 Proposed by JO seconded by RS.\u00a0 This to be done asap<\/p>\n<p><strong>8\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0Planning \u00a0-\u2013 <\/strong>Appeal against decision to extend 6 Church Way has been dismissed as have two applications for costs<\/p>\n<p>9\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0A<strong>dditional Matters for discussion<\/strong> \u00a0&#8211; from the last playground Inspection there are a few minor\u00a0\u00a0 low risk repairs required.\u00a0 Playground Services have been requested to give a quote for repairs<\/p>\n<p>WT reported from meeting attended on street lighting that all lighting would be changed over the next 5 years to higher posts, but fewer and with white lights.\u00a0 Notice would be given of various timescales as the project progresses.\u00a0 The street light outside the hall is on continuously, this to be reported.\u00a0 A letter to be sent to No 41 Chestnut Close reminding them that parking on the footpath is an offence. Request to be submitted for reinstatement of gritting on the road between Haslingfield and Barton once the bridge is completed.\u00a0 Should there be a lower speed limit between Barton and Haslingfield once the bridge is completed?<strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p><strong>10\u00a0\u00a0\u00a0\u00a0\u00a0 County Councillors Report \u2013 <\/strong>there is to be a review of Council Tax benefit possibly removing 4K families from the 8K already getting benefit.\u00a0 Two people occupying a three bedroom house could be asked to move to smaller accommodation.\u00a0 The review to commence on July 28<sup>th<\/sup>.\u00a0 Housing benefit is also being reviewed and will be calculated according to your needs rather than where you are living.\u00a0 SK reported that most of his casework is on housing.\u00a0 SK asked for HPC\u2019s support for Harlton\u2019s request to reduce speed limit on theHaslingfield Road.\u00a0 Three parts of the CEMEX plant is to be removed, two lorry loads a day are to be taken out via the A10.\u00a0 The railway needs renovating before it can be used to remove rubble.\u00a0 A contract to fill in the quarry has not yet been secured.\u00a0 10ha are being considered for light industry.\u00a0 The new Code of Conduct forms are causing much controversy, the advice is to only complete the questions you are comfortable with..<\/p>\n<p><strong>11 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0District Councillors Report \u2013<\/strong> RP commented on the Travellers visit to the village, and<\/p>\n<p>commended the Chairman and the Clerk on their actions.\u00a0 He felt the Travellers were committing a criminal offence rather than a civil offence by setting up camp on private land.\u00a0 A lot of rubbish and excrement had to be cleared away.\u00a0 Since taking office RP had had to deal with a lot of bad neighbour problems.\u00a0 The proposed housing development at Barton is still under discussion following a 2 vote defeat at the SCDC meeting on 3.7.12.\u00a0 He felt that it is very unlikely that the 2 proposed sites in Haslingfield would go ahead.\u00a0 There are no indications of council house building taking place.\u00a0 The proposed football stadium is a commercial venture and not a community venture.\u00a0 The new homes bonus which the Government pays to councils is worth \u00a33.5m to the City Council and SCDC if the construction of the 400 additional homes goes ahead<\/p>\n<p>&nbsp;<\/p>\n<p><strong>12<\/strong> <strong>\u00a0\u00a0\u00a0\u00a0\u00a0Committee and Working party Reports<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>A \u2013 <strong>Environment <\/strong>\u00a0&#8211; Report circulated, work in the Glebe at Churchyard no longer taking place.\u00a0 A grant application is being submitted by RR towards the work on the wildflower area in Wellhouse Meadow.\u00a0 The first spraying will take place in 3 weeks time<\/p>\n<p><strong>B \u2013 Pavilion<\/strong>\u00a0 &#8211; New chairs have arrived, the old ones are to be taken to Emmaus if no-one wants them.\u00a0 Solar panels should be fitted by the end of the summer<strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p><strong>C \u2013 Allotments<\/strong> \u2013 4 people are now on the waiting list.\u00a0 6 plots are now under 4\u201d of water.
