{"id":512,"date":"2010-07-03T20:05:24","date_gmt":"2010-07-03T20:05:24","guid":{"rendered":"http:\/\/haslingfieldvillage.co.uk\/wp\/?p=512"},"modified":"2010-07-03T20:05:24","modified_gmt":"2010-07-03T20:05:24","slug":"minutes-of-meeting-held-on-monday-june-14th-2010","status":"publish","type":"post","link":"http:\/\/haslingfieldvillage.co.uk\/dev\/?p=512","title":{"rendered":"Minutes of HPC meeting held on Monday June 14th 2010"},"content":{"rendered":"<p><strong>Present<\/strong> \u2013Christine Kipping, Martin Heazell, Margaret Long, Olga Murkin, John Offord, Marjorie Richardson, \u00a0David Slight, Angela Taylor, Wendy Timbs, John Wheelhouse.<\/p>\n<p>District Councillor Liz Heazell and County Councillor Sebastian Kindersley were in attendance<\/p>\n<p>There were 2 members of the public present<\/p>\n<p><!--more--><strong>1<\/strong> <strong>Apologies for absence<\/strong> \u2013 Lucian Hatfield<\/p>\n<p><strong> <\/strong><\/p>\n<p><strong>2\u00a0\u00a0\u00a0\u00a0\u00a0 Members Declaration of Interest <\/strong>\u2013 none<\/p>\n<p><strong> <\/strong><\/p>\n<p><strong> 3<\/strong> <strong>Open Forum \u2013 <\/strong>two representatives from the tennis club were present and informed the council that it is their plan to replace all the tennis club fencing in the near future, but it was not seen as their responsibility to carry out repairs to the fence at the moment.<\/p>\n<p><strong>4\u00a0\u00a0\u00a0\u00a0\u00a0 Minutes<\/strong> of meeting held on May 10<sup>th<\/sup> were agreed and signed<\/p>\n<p><strong> <\/strong><\/p>\n<p><strong>5 <\/strong><strong>Matters to be reported from these minutes \u2013 <\/strong>none<\/p>\n<p><strong> <\/strong><\/p>\n<p><strong>6\u00a0\u00a0\u00a0\u00a0\u00a0 Damage to Tennis   Court Fencing \u2013 <\/strong>Standing orders were suspended whilst a visit to the Tennis Court took place<strong>. <\/strong>It was agreed that the council would extend the perimeter fence of the play area alongside the tennis court fence \u2013 JO to investigte<\/p>\n<p><strong>7\u00a0\u00a0\u00a0\u00a0\u00a0 Planning <\/strong>\u2013 applications and decisions<\/p>\n<p><strong>S\/0799\/10\/F <\/strong>\u2013erection of bungalow following demolition of existing, 29 Barton   Rd &#8211; recommended<\/p>\n<p>Permission granted by SCDC for Equestrian Riding Arena\/Manege, land to the east of Lesanna Farm. Cantelupe Rd.\u00a0 Permission for porch at 24 Fountain Lane and re roofing of garages at 40 and 42 Broad Lane.\u00a0 Permission for erection of dwelling and garage following demolition of existing bungalow 62 High St.<\/p>\n<p>Pumping Station at Trumpington Meadows has been agreed<\/p>\n<p>Permission has been granted for demolition of existing buildings and erection of 1200 homes at Trumpington Meadows. Various conditions have to be met before detailed planning applications come forward, information has been received on \u2018Youth and Play Strategy\u2019 and may be inspected on SCDC web site.\u00a0 Comments to be in by 18<sup>th<\/sup> June.\u00a0 A planning application has also been received for phase 1 of the infrastructure provision for Trumpington Meadows comments in by 24<sup>th<\/sup> June<\/p>\n<p><strong>8 <\/strong><strong>Additional Matters for discussion<\/strong> \u2013 a request for the waste bin outside the school to be replaced with one with a lid, and a notice saying no dog waste<\/p>\n<p>RoSPA report on Play area and Skatepark shows only minor problems in Play Area and Skatepark, but requests that a compound be erected for all mowing and other equipment kept on the recreation ground.<\/p>\n<p>A letter to be sent to Margaret Houghton congratulating her on receiving the MBE<\/p>\n<p><strong>9 <\/strong><strong>County<\/strong><strong> Councillors<\/strong><strong> Report \u2013 <\/strong>no financial commitments are being made until after the budget, but there will certainly be serious financial cuts followed by two difficult years.\u00a0 A new secondary school is definitely needed at Cambourne.\u00a0 The cost would be \u00a326m.\u00a0 The day centre at Toft is closing in order to provide more accommodation for beds for residential use.\u00a0 SK is campaigning for more day centres to accommodate local needs.\u00a0 CCC have produced a report proposing to reduce the speed limit on the A603 to 50mph.\u00a0 The environment agency have announced reduced maintenance levels.\u00a0 Regional targets have been removed for the number of houses to be built, targets are now to be set at local levels.\u00a0 A Government policy on planning is awaited.<\/p>\n<p><strong> <\/strong><\/p>\n<p><strong>10 <\/strong><strong>District Councillors Report \u2013<\/strong>.the bus service in Haslingfield seems to have improved slightly, but The Eversdens are suffering from a very infrequent service.\u00a0 The lack of carding and planning notices has been brought to the attention of SCDC planning services.\u00a0 This is happening due to a reorganisation but should shortly be rectified.\u00a0 In future a monthly report on SCDC activities will be prepared and circulated by the group of Lib Dem councillors.\u00a0 If SCDC decided to buy all the stock of council houses from the Government, it would necessitate borrowing money to do so; but over a period of 30 years SCDC would be \u00a3312m better off because there would be no annual payment to the Government of a percentage of rents received.<\/p>\n<p><strong>11\u00a0 \u00a0Committee and Working Party Reports<\/strong><\/p>\n<p>A \u2013 <strong>Environment <\/strong> &#8211; \u00a0Ivy on Wellhouse Meadow wall to be cut soon<\/p>\n<p>Deep Water signs to be erected this week in Wellhouse Meadow<\/p>\n<p>Grass cutting contractor to be asked to cut path around Millenium pond-MH to provide sketch of the area.<\/p>\n<p><strong>B \u2013 Pavilion<\/strong> &#8211; No meeting<\/p>\n<p><strong>12\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Correspondence \u2013<\/strong> Haslingfield Little Theatre has been awarded another NODA (National Operatic &amp; Dramatic Association) certificate for best pantomime in the district for the production of \u2018The Babes in the Wood\u2019, November 2009<\/p>\n<p>Sure Start Children\u2019s centres will be holding a play session in Haslingfield on Thursday August 12<sup>th<\/sup> 1<strong>.<\/strong>30-3pm<\/p>\n<p>University of Cambridge \u2013 one day workshop on North West Cambridge Development on 29<sup>th<\/sup> June at Murray Edwards College on Huntingdon Rd<\/p>\n<p>NHS \u2013 meet the Governors of Addenbrookes Hospital &#8211;
