There was one member of the public<\/p>\n<p>present. Also present were John Pym, Senior Planning Officer, and Tracy Mann, Community<\/p>\n<p>Infrastructure, from SCDC and John Evans from the City Council, Cambridge.<\/p>\n<p><strong>1 Apologies for absence <\/strong>&#8211; District Councillor Robin Page, John Offord, Ron van der Hoorn,<\/p>\n<p>Christine Kipping, Lucian Hatfield<\/p>\n<p><strong>2 Declarations of interest <\/strong>\u2013 None<\/p>\n<p><strong>3 District Councillor\u2019s Report \u2013<\/strong>Robin Page sent his apologies<\/p>\n<p><strong>4 County Councillor\u2019s Report <\/strong>\u2013Sebastian Kindersley described the ongoing issues with<\/p>\n<p>the Balfour Beatty street lighting project. There have been numerous complaints and<\/p>\n<p>he had received only general apologies from Balfour Beatty, who apparently continue<\/p>\n<p>to ignore the problems reported. The CEMEX development planned for Barrington<\/p>\n<p>will be going to the March SCDC Planning Committee. The Local Transport strategy<\/p>\n<p>informing City Deal and Local Plans says steps should be taken to address the<\/p>\n<p>congestion of the A10 and A14, which can only get worse.<\/p>\n<p><strong>5 Open Forum for public participation \u2013 <\/strong>Paul Bonnington spoke about the Tennis Club<\/p>\n<p>application for floodlighting and a third court. He explained that the lights will only<\/p>\n<p>light up the area of two of the tennis courts and the light intensity outside the court<\/p>\n<p>boundaries will be low at1 lux only. The courts will be used no later than 9.30pm,<\/p>\n<p>with reasonable discretion on match days to complete matches and on other evenings<\/p>\n<p>are likely to finish earlier. Mr Bonnington addressed the issues raised in a local<\/p>\n<p>objection before the Council finalised its comment as noted in item 10.<\/p>\n<p><strong>6 Open Forum &#8211; SCDC\/City Council Briefing on Trumpington Meadows Phase 8 <\/strong>\u2013<\/p>\n<p>The team briefed on the future development of Trumpington Meadows including<\/p>\n<p>Phase 8 and on the Community Governance Review. All phases 1-5 have been<\/p>\n<p>constructed around the John Lewis depot. They are currently on site with Phase 6,<\/p>\n<p>which is situated around the conservation area and has views of the church. Phase 7<\/p>\n<p>was approved 4 months ago. Phase 8 straddles the character area, moving down to a<\/p>\n<p>more urban area.<\/p>\n<p><strong>7 Open Forum \u2013 SCDC Briefing on Community Governance Review &#8211; <\/strong>A new Parish<\/p>\n<p>will be formed in the Trumpington Meadows area in SCDC and Haslingfield Parish<\/p>\n<p>will be reduced in size, using the M11 as a natural boundary. It was suggested that<\/p>\n<p>some \u2018old\u2019 Haslingfield Parish Councillors should be involved in the new Parish<\/p>\n<p>Council, yet to be named. An SCDC legal team will draft an order for consideration<\/p>\n<p>by the Boundary Commission and there will be formal consultations in the next 12<\/p>\n<p>months. Section 106 money raised from the development will go to the new parish.<\/p>\n<p>The City Council will be managing the open spaces and some monies, including City<\/p>\n<p>Deal, will become available for the cycle path. The new parish will take time to<\/p>\n<p>develop and will mean more applications coming forward to HPC for consideration.<\/p>\n<p><strong>8 To approve and sign the minutes of the meeting of December 8th 2014 \u2013 <\/strong>approved and<\/p>\n<p>signed. Bob<\/li>\n<\/ol>\n<p>Branch will be meeting with the tree officer of SCDC to discuss replacement trees<\/p>\n<p>for Lilac Close, the Recreation Ground and the Wellhouse Meadow<\/p>\n<p>JJ to ask Sam Bowden to remove the ivy on the tree planted outside 2 The Elms.<\/p>\n<p>Action RB\/JJ<\/p>\n<ol>\n<li><strong>b) Village Hall <\/strong>&#8211; TA has been liaising with contractors undertaking the refurbishment at the<\/li>\n<\/ol>\n<p>Village Hall. On track for completion by 13th February 2015. One side at a time will be<\/p>\n<p>refurbished and the contractors ask the public to respect the signs saying an area is<\/p>\n<p>out of use. TA will meet with them each Monday morning for an update.<\/p>\n<p>A<strong>ction TA<\/strong><\/p>\n<ol>\n<li><strong>c) Allotments \u2013 <\/strong>Nothing to report<\/li>\n<li><strong>d) Trumpington Meadows <\/strong>\u2013 No meeting to report<\/li>\n<li><strong>e) Play Area <\/strong>\u2013 JC to look at Skate Park area during the week <strong>Action JC<\/strong><\/li>\n<li><strong>f) Website &amp; C&amp;V <\/strong>\u2013 February Newsletter to go on the website this month<\/li>\n<li><strong>g) Parish Emergency Plan &#8211; <\/strong>Each Councillor was given the code to access broadband for<\/li>\n<\/ol>\n<p>meetings at the Village Hall.<\/p>\n<ol>\n<li><strong>h) Skate Park \u2013<\/strong>The repair work is planned to be undertaken this month by Clever Curves.<\/li>\n<li><strong>i) Traffic Calming Measures \u2013 <\/strong>RB will tell CCC we will carry any costs over \u00a310,000<\/li>\n<\/ol>\n<p>grant. He will speak to Karen Lunn about the need for a red patch of tarmac to warn<\/p>\n<p>drivers of speed limits, etc. \u00a3800 per year will be put in the budget towards replacing this<\/p>\n<p>every 5-7 years. All measures proposed SW, Seconded JJ \u2013 approved <strong>Action RB<\/strong><\/p>\n<p>14 Correspondence \u2013<\/p>\n<p><strong>Red BT Phone Box opposite Lilac Close &#8211;<\/strong>TA asked if the special half price offer for a<\/p>\n<p>defibrillator was still available. There is currently a special price offer of \u00a3800 plus a 50%<\/p>\n<p>rebate. HPC will buy new at up to \u00a3950 if of good quality. TA to talk to CK<\/p>\n<p>Proposed TA, Seconded JJ &#8211; approved <strong>Action TA<\/strong><\/p>\n<p>RB has sent an email to the person at SCDC who previously objected to taking over the red<\/p>\n<p>phone box as a community asset, on the grounds that it was still in occasional use. If no<\/p>\n<p>further objections received, we will take over the asset to house the defibrillator and be used<\/p>\n<p>as a Book Exchange.
