{"id":373896,"date":"2013-12-12T16:59:10","date_gmt":"2013-12-12T16:59:10","guid":{"rendered":"http:\/\/haslingfieldvillage.co.uk\/?p=373896"},"modified":"2013-12-12T16:59:10","modified_gmt":"2013-12-12T16:59:10","slug":"minutes-of-parish-council-meeting-9th-december","status":"publish","type":"post","link":"http:\/\/haslingfieldvillage.co.uk\/dev\/?p=373896","title":{"rendered":"Minutes of Parish Council meeting 9th December"},"content":{"rendered":"<p><!--more--><\/p>\n<p>HASLINGFIELD\u00a0 PARISH\u00a0 COUNCIL<\/p>\n<p>&nbsp;<\/p>\n<p><b>\u00a0\u00a0\u00a0 Minutes of meeting held on Monday December 9<sup>th<\/sup> 2013<\/b><\/p>\n<p><b>Present<\/b> \u2013Trina Backhurst, Bob Branch, Julie Coxall, Christine Kipping, John Offord, Ron van der Hoorn, Sebastian Kindersley and Robin Page were in attendance<\/p>\n<p>There were 5 \u00a0members of the public present<\/p>\n<p><b>\u00a0<\/b><\/p>\n<p><b>1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Apologies for absence<\/b> \u2013Tony Adcock, Lucian Hatfield, Jennie Jullien and Sue Watson<b><\/b><\/p>\n<p><b>2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>There were no declarations of interest<\/b><\/p>\n<p><b>3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Open Forum <\/b>\u2013 Peter Haynes asked about the schedule for traffic calming work in Barton Rd.\u00a0 RB thought that some work should commence in the next 12 months<\/p>\n<p><b>4\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Minutes<\/b> of meeting held on November 11<sup>th<\/sup> were agreed and signed.<b>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b> <b>\u00a0<\/b><\/p>\n<p><b>5\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Matters to be reported from these minutes \u2013 \u00a0<\/b>Frances Bishop has been appointed as Parish Clerk, her duties will commence from January 2<sup>nd<\/sup>.\u00a0 The current Clerk will act as mentor for the first 6 months, and will handle the February 2014 meeting.\u00a0 The vandalised dog waste bin near the skate park has still not been replaced.\u00a0 No more quotes received for aboricultural inspection.\u00a0 SK is chasing Highways to repaint white lines at Harston end of the village<b><\/b><\/p>\n<p><b>6\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Planning \u2013 <\/b>Tree work \u2013 reduce an Acer tree by 50% and remove low secondary limbs \u00a0to prevent branches breaking tiles on roof of adjacent Methodist Church \u2013 23 High St &#8211; recommended<\/p>\n<p>Amendments to planning consent on plots 349<b>&#8211;<\/b>352 (windows and doors) and Blocks D1 and D2 to include relocated Bin Store (plus associated windows and doors) at Phase 1 Trumpington Meadows.\u00a0 (This is for information only)<\/p>\n<p>Permission granted for<b> \u2013 <\/b>two storey side extension, 69 New Rd, two storey rear extension and dormer windows, 17 Watson\u2019s Yard, single storey front extension, 34 Church St<\/p>\n<p><b>7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b>A<b>dditional Matters for discussion &#8211;<\/b>Ivy and brambles have been removed from the bus shelter at the junction of Lilac Close and the High St following complaints from residents. Evidence of drug taking has been found and reported.\u00a0 .\u00a0 A driver has reported her car leaving the road and finishing up in the ditch on Sunday December 1<sup>st<\/sup> near River Farm going towards Cambridge. This has been reported to the police.\u00a0 She informed me that 4 other people had reported problems at that spot, any information to the Parish Clerk please.\u00a0 There was no oil visible on the road.\u00a0 Ivy has still not been removed from the School House and the dead tree has not been removed from no12 High St<\/p>\n<p><b>8\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>\u00a0County Councillors Report \u2013<\/b>SCDC has set up a company which will buy properties and then rent them out to the public at market rates.\u00a0 The council is in effect becoming a landlord competing with all other property management companies.\u00a0 The advantages \u00a0are that the council can borrow at a discounted rate and already has an in-house housing management team.\u00a0 Black bin rubbish is now recyclable once again at Waterbeach.\u00a0 It is now processing all Cambridgeshire\u2019s waste.\u00a0 During the breakdown of the Mechanical Biological Treatment Plant (MBT) no additional costs were passed on to the local tax payers or the council.\u00a0 All local authorities in England are facing enormous cuts, Cambs is the fastest growing county and receives a particularly poor government settlement as well as the lowest education funding of any local authority.\u00a0 The District council are currently undertaking a consultation about the future of its enforcement services.\u00a0 Enforcement can involve enforcing planning conditions, dealing with fly tipping and dog mess or breaches of licenses.\u00a0 These services are being streamlined to make them more efficient.\u00a0 There is a CCC meeting on 11<sup>th<\/sup> December to agree it\u2019s new constitution.\u00a0 The CCC spends \u00a3150,000 per annum, per person to look after 6 people with severe disabilities who are housed in Lincolnshire.\u00a0 The plan is to move them back to Cambridge where hopefully the costs will be lower.<\/p>\n<p><b>9\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>District Councillor\u2013 <\/b>the CEMEX application has to be in by May 14<sup>th<\/sup> 2014.\u00a0 Other planning issues are coming to a head including areas not part of the consultation.\u00a0 If Bourn airfield is given the go ahead for development it will have a major impact traffic wise on Harlton, Haslingfield and the Eversdens.\u00a0 RP considers Trumpington Meadows to be planning at it\u2019s worst. V \u2013 <\/b>No further report, registration is due in February<b><\/b><\/p>\n<p><b>G\u00a0\u00a0\u00a0 Tennis Club Development \u2013 <\/b>a legal document is required giving details of the lease between<\/p>\n<p><b>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b>the Club and HPC before \u00a0planning can be applied for,<b> <\/b>RB is dealing with this.<b><\/b><\/p>\n<p><b>11\u00a0\u00a0\u00a0 <\/b><b>Correspondence \u00a0<\/b>-reply received from Insurance Co re snow clearance.\u00a0 The PC is not covered<\/p>\n<p>for salting, gritting or clearing on main roads by the use of a snow plough or other mechanical means.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Cover is not included for clearing private property \u2013 (reply circulated).\u00a0 This complaint was referred to managers but no update received yet).\u00a0 Bills for street lighting from CC are to be sent annually rather than 6 monthly.\u00a0 HPC has been unsuccessful in the bid for a Bus facility Improvement Grant.<\/p>\n<p>The payment for Public Open Space and Community Facilities Contributions in respect of 26 New Road has been offered.\u00a0 The total amount is \u00a32715.90.\u00a0 The Village Society have offered to provide a recycled plastic bench seat in the Wellhouse Meadow next to the Bakehouse.\u00a0 This was accepted with thanks\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <b><\/b><\/p>\n<p><b>12\u00a0\u00a0\u00a0 <\/b><b>Cycle path from Grantchester to Haslingfield \u2013 <\/b>report awaited<\/p>\n<p><b>13\u00a0\u00a0\u00a0 <\/b><b>Report on Road Safety Initiative \u2013 <\/b>RB has a meeting with \u2018SKANSKA\u2019the CCC Highways Framework Contractors on 12.12.13 to discuss details<\/p>\n<p><b>14\u00a0\u00a0\u00a0 <\/b><b>\u00a0Precept \u2013 <\/b>the proposals from the Finance Committee were discussed and with a few amendments will be brought before the council again in January<b><\/b><\/p>\n<p><b>15\u00a0\u00a0\u00a0 <\/b><b>Site for plaque on Village Hall, &#8211;<\/b> this will be to the left of the front door and will be unveiled\u00a0 at the start of the New Year\u2019s walk at 11am on January 1<sup>st<\/sup>.\u00a0 JO will arrange installation and it will be unveiled by Christine Tod and Bob Ridout.<b><\/b><\/p>\n<p><b>16\u00a0\u00a0\u00a0 <\/b><b>New equipment for recreation Ground \u2013<\/b> c\/f\u00a0 A letter to be sent to the Executors of Freddie Gellert\u2019s will explaining why the money has not yet been spent.<b><\/b><\/p>\n<p><b>17\u00a0\u00a0\u00a0 <\/b><b>Arrangements for presentation by Grosvenor and Savills on Cambridge Sporting Village \u2013\u00a0\u00a0 16.12.13 \u2013 <\/b>Councillors to arrive at 7.15 to put chairs out.\u00a0 RB to introduce speakers and wind up the meeting which should last no longer than 1 hour.<b><\/b><\/p>\n<p><b>18\u00a0\u00a0\u00a0 <\/b><b>Community Governance Review of Trumpington Meadows \u2013<\/b>Grantchester PC have agreed to take Lingey Fen into their parish, and the other boundary is to be proposed as the line of the M11.\u00a0 A public meeting will be held in the New Year to explain this to residents.\u00a0 TRA is to be consulted on this.<b><\/b><\/p>\n<p><b>19\u00a0\u00a0\u00a0 <\/b><b>Finance \u2013 <\/b>Refund of VAT received &#8211;
