{"id":372529,"date":"2013-06-17T12:53:37","date_gmt":"2013-06-17T11:53:37","guid":{"rendered":"http:\/\/haslingfieldvillage.co.uk\/?p=372529"},"modified":"2013-06-17T12:53:37","modified_gmt":"2013-06-17T11:53:37","slug":"minutes-for-parish-council-meeting-10th-june-2013","status":"publish","type":"post","link":"http:\/\/haslingfieldvillage.co.uk\/dev\/?p=372529","title":{"rendered":"Minutes for Parish Council meeting 10th June 2013"},"content":{"rendered":"<p><!--more--><\/p>\n<p>HASLINGFIELD\u00a0 PARISH\u00a0 COUNCIL<\/p>\n<p><b>Minutes of meeting held on Monday June 10<sup>th<\/sup> 2013<\/b><\/p>\n<p><b>Present<\/b> \u2013Tony Adcock, Bob Branch, Trina Backhurst, Julie Coxall, Lucian Hatfield, Jenny Jullien,\u00a0 Christine Kipping, John Offord, Rebecca Ridley, ,<\/p>\n<p>Sebastian Kindersley and John Pym were in attendance<\/p>\n<p>\u00a0\u00a0\u00a0 There were 3 members of the public present<\/p>\n<p><b>1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>\u00a0\u00a0Apologies for absence<\/b> \u2013 Ron van der Hoorn and Robin Page<b><\/b><\/p>\n<p><b>2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>\u00a0\u00a0Members Declaration of Interest <\/b>\u2013 RR correspondence ref The Hemlocks<\/p>\n<p><b>3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Open Forum <\/b>\u2013 \u00a0Proposed School Access from The Hemlocks.\u00a0 A representative from Haslingfield United Charities told councillors that the Trustees tried for many years to purchase the land designated for the access.\u00a0 Ownership of the land is currently in dispute and the Charities are involved in the dispute in an attempt to preserve the option for the access, which they consider would be of great benefit to the village.\u00a0 The Trustees are willing to negotiate on this land ownership issue and are waiting to hear if this offer will be taken up.\u00a0 Councillors did not consider that opening the access would affect the security of homes in The Hemlocks.\u00a0 The school have been trying to open this access for nearly 20 years.\u00a0 80 parents recently signed a petition in support of opening the access.\u00a0 The school is anxious to keep traffic out of The Hemlocks.\u00a0 The Parish Council pressed for the network of paths to be opened in the interest of children\u2019s safety in the 1960\u2019s. The issue of ownership of the land is sub-judice so HPC will take no action for the present.\u00a0 The matter will need to go to planning should the land issue be resolved to allow access.\u00a0 However without prejudice the Chairman offered to meet The Hemlocks residents informally as the PC roads initiative representative to discuss their concerns.<\/p>\n<p><b>4\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b><b>Minutes<\/b> of meeting held on May 13<sup>th<\/sup> were agreed and signed with the amendment \u00a0that the\u2019 Parish Council agreed to support the principle of the school\u2019s access through The Hemlocks\u2019 paragraph 15<\/p>\n<p>Proposed TB and Seconded JJ<\/p>\n<p><b>\u00a0<\/b><b>5\u00a0\u00a0 Matters to be reported from these minutes \u2013 <\/b>Quotes received from Sam Howell for tree work<\/p>\n<p><b>\u00a0<\/b><\/p>\n<p>1\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Remove lower limbs of trees along Manor House Drive, and remove ivy covered elder near kissing gates\u00a0 &#8211;\u00a0 price \u00a3140<\/p>\n<p>2\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Sam suggests reducing the height of the hawthorn trees on the far side of WH Meadow to hedge height as one has already fallen and others are beginning to<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Price \u00a3950<\/p>\n<p>Advice to be sought on this from the Village Tree Officer, and other quotes obtained.\u00a0<\/p>\n<p>No work to be done until the nesting season is over<\/p>\n<p>3\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0Reduce the size of the Elm tree on the green at The Elms by 35-40% as it is causing<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 problems for houses 15-19 The Elms\u00a0 &#8211;\u00a0 price \u00a3285<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Parish Council Vacancy is now being advertised on the website and noticeboards, closing date July 13th.\u00a0 It will appear in the next C &amp; V<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0RoSPA have been asked to carry out an inspection of the play area and the skate park<\/p>\n<p><b>\u00a0\u00a0\u00a0\u00a0\u00a0 6\u00a0\u00a0\u00a0 \u00a0Planning \u2013<\/b><\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0Permission given by SCDC for garage conversion with new pitched roof, 11 New Road<\/p>\n<p><b>7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/b>A<b>dditional Matters for discussion<\/b> \u2013 following damage to the large slide in the play area, a meeting was held last Monday with Kompan the manufacturers who are mystified by the damage and have agreed to repair it free of charge, and are to carry out investigations.<\/p>\n<p>Street lighting up times to be checked on.\u00a0 The cycle barrier in Butler Way has been damaged again, this will be reported to Highways.<\/p>\n<p>Grantchester \/Haslingfield Footpath update \u2013in principle consent has been obtained from Kings College by SCDC Planning staff, &#8211; CCC are behind with their work load due to reorganisation and shortage of staff.\u00a0 There is no money available at the moment to carry out the work, but CCC might be prepared to borrow money against future Section 106 money for the project. A formal plan is now needed which is agreed at all levels, and a decision taken as to whether to accept the route as it was originally planned or press for small changes. RR has a meeting with Grantchester PC next week.\u00a0 Clerk to request re painting of white lines around the village particularly in Barton Road and Harston Road.<\/p>\n<p>A village energy day is to be organised in November &#8211; RR\u00a0\u00a0<\/p>\n<p><b>8\u00a0\u00a0\u00a0 \u00a0 County Councillors Report \u2013<\/b> CCC \u00a0AGM took place on 14.5.13 where it was decided to go \u00a0back to the committee system, this system will last for 5 years.\u00a0 Sebastian Kindersley was elected Vice Chairman.\u00a0 CCC and the City Council are to form a \u2018City Deal\u2019 which is almost a unitary authority. 10 out of the 12 parishes in this area have submitted Road Safety Improvement schemes.\u00a0 The first phase of Superfast Broadband is to be rolled out to Papworth, Willingham and Elsworth by the end of the year.\u00a0 All homes should be connected by 2015.\u00a0 The sports stadium at Trumpington Meadows and the one at Sawston have been rejected<b><\/b><\/p>\n<p><b>9\u00a0\u00a0\u00a0 \u00a0 District Councillors Report \u2013<\/b> None<b><\/b><\/p>\n<p><b>\u00a0\u00a0\u00a0\u00a0\u00a0 10<\/b> <b>\u00a0\u00a0Committee and Working party Reports<\/b><\/p>\n<p>A \u2013 <b>Environment <\/b>\u2013 suggestion that poppy seed be planted in WH Meadow to flower next year to coincide with the 100<sup>th<\/sup> anniversary of the outbreak of the 1<sup>st<\/sup> World War on August 4<sup>th<\/sup>.\u00a0 JO suggested a green wheelie bin be obtained for village green grass cuttings to be put in.\u00a0 It was decided to fence around the corner of the moat in the WH Meadow to prevent accidents, materials to be decided. Tree Officer to inspect dead tree overhanging pavement at no 12 High St.\u00a0 A working party have cleared concrete footpath in School Lane\/Back Lane.
