{"id":2386,"date":"2011-01-14T07:13:21","date_gmt":"2011-01-14T07:13:21","guid":{"rendered":"http:\/\/haslingfieldvillage.co.uk\/wp\/?p=2386"},"modified":"2011-01-14T07:13:21","modified_gmt":"2011-01-14T07:13:21","slug":"parish-council-minutes-5","status":"publish","type":"post","link":"http:\/\/haslingfieldvillage.co.uk\/dev\/?p=2386","title":{"rendered":"Parish Council Minutes"},"content":{"rendered":"<p><strong>Minutes of meeting held on Monday January 10<sup>th<\/sup> 2011<!--more--><\/strong><\/p>\n<p><strong>Present<\/strong> \u2013Marjorie Richardson (In the chair), David Blake, Martin Heazell, Margaret Long, Olga Murkin, John Offord, David Slight, Wendy Timbs , John Wheelhouse<\/p>\n<p>District Councillor Liz Heazell was in attendance<\/p>\n<p>There were no members of the public present<\/p>\n<p><strong>1<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Apologies for absence<\/strong> \u2013 Christine Kipping, Lucian Hatfield and Sebastian Kindersley<\/p>\n<p><strong>2\u00a0\u00a0\u00a0\u00a0\u00a0 Members Declaration of Interest <\/strong>\u2013 none<\/p>\n<p><strong>3<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Open Forum \u2013 none<\/strong><\/p>\n<p><strong>4\u00a0\u00a0\u00a0\u00a0\u00a0 Minutes<\/strong> of meeting held on Dec. 13<sup>th<\/sup> were agreed and signed, prop. by WT seconded by \u00a0OM<\/p>\n<p><strong>5\u00a0\u00a0\u00a0\u00a0\u00a0 Matters to be reported from these minutes \u2013 <\/strong><\/p>\n<p>It has been suggested by Karen Lunn CCC that the proposed yellow lines around the school be \u00a0\u00a0extended into Church St.\u00a0 This to be reviewed by the working party.<\/p>\n<p>Signatures witnessed on Section 106 payment papers for 62 High St<\/p>\n<p>The IT Planning Forum held recently at SCDC was attended by JW.\u00a0 Problems with the system were encountered by all parishes.\u00a0 Several points were raised to improve the system and it is hoped these will be implemented.\u00a0 The notification to the PC in advance of planning applications being registered was discussed, the idea of sending planning applications online to the clerk would create printing problems, it is hoped to restore mapping of applications.\u00a0 Comments on the system can be sent to <a href=\"mailto:catherine.morgan@scambs.gov.uk\">catherine.morgan@scambs.gov.uk<\/a>\u00a0 The next meeting will be held in April<\/p>\n<p><strong>6<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 P<strong>lanning<\/strong><\/p>\n<p>S\/1706\/10, Alterations to staircase and first floor balustrade, The Manor \u00a0recommended<\/p>\n<p>Permission granted for an open carport at 14 Church St<\/p>\n<p><strong>7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong><strong>Additional Matters for discussion<\/strong> \u2013<\/p>\n<p><strong>Rectory Farm Hauxton <\/strong>\u2013 the withdrawal of permissive paths in this area to be investigated-<strong>LH<\/strong><\/p>\n<p>The Section 106 payments for 30 New Road will not be paid until the 8<sup>th<\/sup> dwelling is ready for\u00a0\u00a0\u00a0\u00a0 occupation.\u00a0 4 councillors will shortly be attending training courses.\u00a0 Several problems were reported with the construction team at 30 New Rd \u2013 CCC Highways dealing.\u00a0 A membership certificate from Cambridgeshire ACRE will be displayed in the lobby of the\u00a0\u00a0 \u00a0\u00a0Village Hall.\u00a0 Keith Ellis is retiring from his duties at the recreation ground.\u00a0 Roy Brown will be taking over.\u00a0 ML suggested that a notice board giving information on the Haslingfield entries in the Domesday Book could be erected.\u00a0 More information required. Two reports of dog fouling on the Play Area<\/p>\n<p>Julie Ayre from SCDC gave an update on the Trumpington Meadows development.\u00a0 The first planning application for 350 houses should be received from Barratt Homes by the end of January, 70 of these homes would be in Haslingfield Parish.\u00a0 It is intended to have a public exhibition\/presentation in the village hall illustrating the plans (28<sup>th<\/sup> February?).\u00a0 The planning application for the school should be submitted towards the end of February.\u00a0 Plans have now been drawn up showing various routes a cycleway between Haslingfield and the development might take.\u00a0 A joint meeting with Trumpington Residents Association will take place shortly to discuss street names.\u00a0 It has been decided not to remove the Lord\u2019s Bridge barrier from alongside the M11.\u00a0 The cost would be around \u00a3100K and with little effect.<\/p>\n<p><strong>8\u00a0\u00a0\u00a0\u00a0\u00a0 County Councillors Report \u2013 <\/strong>joint report with District Councillor<strong><\/strong><\/p>\n<p><strong>9\u00a0\u00a0\u00a0\u00a0\u00a0 District Councillors Report \u2013<\/strong> Councillors were asked to advise the Clerk of roads and paths in need of urgent repair.\u00a0 These to be conveyed to CCC Highways.\u00a0 A by election will be taking place at SCDC following the resignation of one member.\u00a0 The overall majority will be lost for a while.\u00a0 All budgets will be affected this year as the Government grant was \u00a31.7m less than expected.\u00a0 It was agreed that all the work should take place at Wisbey\u2019s Yard pond paid for by HPC<\/p>\n<p><strong>10\u00a0 \u00a0Committee and Working party Reports<\/strong><\/p>\n<p><strong>A \u2013<\/strong> <strong>Environment <\/strong>\u00a0&#8211;
