{"id":2125,"date":"2010-12-14T15:50:51","date_gmt":"2010-12-14T15:50:51","guid":{"rendered":"http:\/\/haslingfieldvillage.co.uk\/wp\/?p=2125"},"modified":"2010-12-14T15:50:51","modified_gmt":"2010-12-14T15:50:51","slug":"parich-council-minutes","status":"publish","type":"post","link":"http:\/\/haslingfieldvillage.co.uk\/dev\/?p=2125","title":{"rendered":"Parish Council Minutes"},"content":{"rendered":"<p><strong>Minutes of meeting held on Monday December 13<sup>th<\/sup> 2010<!--more--><\/strong><\/p>\n<p><strong>Present<\/strong> \u2013Marjorie Richardson (In the chair), David Blake, Martin Heazell, Christine Kipping, Margaret Long, Olga Murkin, John Offord, Wendy Timbs , John Wheelhouse<\/p>\n<p>District Councillor Liz Heazell and County Councillor Sebastian Kindersley were in attendance<\/p>\n<p>There were 8 members of the public present<\/p>\n<p>The Chairman welcomed Jean Hunter the new Chief Executive of SCDC and the new Parish\u00a0Councillor David Blake<\/p>\n<p><strong>1<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Apologies for absence<\/strong> \u2013Lucian Hatfield, David Slight<\/p>\n<p><strong>2\u00a0\u00a0\u00a0\u00a0\u00a0Members Declaration of Interest <\/strong>\u2013 JW \u2013 planning application S\/0653\/10, 18 The Knapp<\/p>\n<p><strong>3<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0<strong>Open Forum \u2013 <\/strong>objections were raised to plans to erect a dwelling to the rear of 41 Chestnut Close, and also to non decision on the proposal to develop land to the west of 18 The Knapp.\u00a0 Comments were made about the proposed yellow lines around the school.<strong><\/strong><\/p>\n<p><strong>4\u00a0\u00a0\u00a0\u00a0\u00a0Minutes<\/strong> of meeting held on November 8<sup>th<\/sup> were agreed and signed, proposed by WT seconded by JW\u00a0<\/p>\n<p><strong>5\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong><strong>Matters to be reported from these minutes \u2013 <\/strong>public exhibition in the Village Hall on January 6<sup>th<\/sup> by the agents for Richard Pemberton on the proposed solar farm; also exhibition of proposed plans for the new school at Trumpington Meadows on the same date, 2.30pm \u2013 7pm<\/p>\n<p>Pruning of trees in Cantelupe Rd, The Elms and in front of Pates Farm is now in the hands of CCC Highways<\/p>\n<p>No response from Karen Lunn at CCC re yellow lines around the school<\/p>\n<p>A meeting has been held with HPC and SCDC representatives to discuss a route for a cycleway between Haslingfield and Trumpington Meadows<\/p>\n<p><strong>6\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>P<strong>lanning <\/strong>\u2013 S\/2049\/10 \u2013 erection of dwelling 41 Chestnut Close \u2013 not recommended<\/p>\n<p>S\/2076\/10 \u2013 detached double garage, 43 High St &#8211; recommended<\/p>\n<p>S\/2141\/10 \u2013 discharge of conditions, Byrons Pool Nature Reserve &#8211; recommended<\/p>\n<p>S\/1900\/10 \u2013 non material amendment, 62 High St &#8211; recommended<\/p>\n<p>S\/0653\/10 \u2013 appeal against non determination of planning permission for site west of 18 The Knapp \u2013 site visit requested<\/p>\n<p>Permission granted by SCDC for conservatory at 44 Barton Rd and variation of condition 5 to change window type at 3 Knapp Rise<\/p>\n<p>Permission granted for erection of bungalow following demolition of existing workshop at 29 Barton Rd<\/p>\n<p><strong>7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong><strong>Additional Matters for discussion<\/strong> \u2013 abolition of standards regime including the Code of\u00a0\u00a0Conduct<\/p>\n<p>The following are in the hands of the enforcement officer 29 The Elms, 27 High Stand 62 High St<\/p>\n<p>December 14<sup>th<\/sup> is the deadline for objections to the change in speed limit from 60 to 50 on the Barton to Cambridge Road.\u00a0 A speaker from \u2018The Bobby Scheme\u2019 will attend the Luncheon Club in January<\/p>\n<p><strong>8\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong><strong>County<\/strong><strong> Councillors<\/strong><strong> Report \u2013 <\/strong>CCC will need to make some \u00a340m of savings in 2011\/12 to produce a balanced budget, with the year on year savings targets for the next five years amounting to \u00a360m. \u2013 short version &#8211; if you want something done in your parish you will have to pay for it.\u00a0 There are proposals to build a new secondary school at Cambourne, but with no community facilities; this goes against the principle of \u2018village colleges\u2019.<\/p>\n<p><strong>Addenbrookes Access Road <\/strong>is being well used, there is a traffic regulation order to make it an offence to drive through the hospital site without requiring access to the site itself.\u00a0 An automatic number plate recognition camera system has been installed which records motor vehicle registration plates at all entry and exit points to the hospital site, these are then cross matched and the journey times through the site monitored to detect through motor vehicle movements.<\/p>\n<p><strong>The contractors for the Guided Bus <\/strong>are being replaced.<\/p>\n<p><strong>If you live in local authority or housing association housing <\/strong>and your needs change or your house becomes too big for them, the council can help you find more suitable accommodation.\u00a0 Please get in touch if you need help.<\/p>\n<p><strong>Jimmy\u2019s Night Shelter \u2013<\/strong> donations of clothing, food, shaving foam, razors and new boxer shorts are needed as well as money\u00a0 <a href=\"http:\/\/www.jimmyscambridge.org.uk\/\">www.jimmyscambridge.org.uk<\/a><\/p>\n<p><strong>9\u00a0\u00a0\u00a0\u00a0 District Councillors Report \u2013 <\/strong>Petition against non gritting of Barton Rd and New Rd is in all the shops and the pub.\u00a0 There has been a request from the residents of Wisbey\u2019s Yard for yellow lines to be painted along their road.\u00a0 This is being dealt with by CCC Highways.\u00a0 The fence erected outside the cottage in Church Way does not conform to planning regulations.<\/p>\n<p><strong>10\u00a0 \u00a0Committee and Working party Reports<\/strong><\/p>\n<p>A \u2013 <strong>Environment <\/strong>\u00a0&#8211; Report has been circulated outlining work planned for the immediate future.<\/p>\n<p>More volunteers are needed as well as committee members<\/p>\n<p><strong>B \u2013 Pavilion<\/strong>\u00a0 &#8211; a spec is being drawn up for the proposed work under the section 106 payment from Wisbey\u2019s Yard<\/p>\n<p><strong>C \u2013 Allotments<\/strong> \u2013 there are 34 tenants with one vacant plot.\u00a0 There is a proposal to introduce two young pigs next year to graze the area at the back of the site and eventually restore this area into more plots \u2013 more information is needed<\/p>\n<p><strong>11\u00a0\u00a0\u00a0 Payment of Public Open Space contribution \u2013 62 High St &#8211;
