Apologies received\u00a0from John Lowe, David Slight and Angela Taylor.\u00a0\u00a0There was one member of the public present<\/p>\n<p><!--more--><\/p>\n<p><strong>Minutes<\/strong> of meeting held on February 8<sup>th<\/sup> were agreed and signed<\/p>\n<p><strong>1\u00a0\u00a0\u00a0\u00a0 Matters reported <\/strong>\u2013 web site now functional <a href=\"http:\/\/www.parish.haslingfieldvillage.co.uk\/\">www.parish.haslingfieldvillage.co.uk<\/a>.<\/p>\n<p>The agenda for tonight\u2019s meeting was posted last week and the minutes of this meeting will appear.\u00a0 Further information from David Slight.<\/p>\n<p>Broad Lane has been resurfaced, complaints have been lodged\u00a0with CCC who are coming back to deal with them.<\/p>\n<p>No serious damage was caused by the elder tree falling recently in Wellhouse Meadow onto a\u00a0\u00a0fence.\u00a0 The tree will soon be reduced to 4\u2019 in height.\u00a0 There are no claims from residents.<\/p>\n<p><strong>2\u00a0\u00a0\u00a0\u00a0 Open Forum \u2013 <\/strong>ref land behind 43 High St \u2013 Mr Morris the potential purchaser explained clearly his intentions for the use of the land.<strong><\/strong><\/p>\n<p><strong>3\u00a0\u00a0 \u00a0P<\/strong><strong>lanning <\/strong>\u2013 S\/1901\/09\/F Development of 30 New Road (Trinity Farm), this was recommenced by 7 votes with 1 abstention, subject to conditions on maintenance of green areas and hedges and an increase in the length of the footpath.\u00a0 Section 106 agreements need to be negotiated.<\/p>\n<p>Permission granted by SCDC for an extension at 93 New Road and for the display of a sign for the proposed development at 30 New Road.\u00a0 The application for replacement of garages, outbuilding and walls at Cantelupe Farm has been withdrawn<\/p>\n<p>Following Mr Morris\u2019s presentation it was decided to recommend the sale of the land belonging to SCDC to Mr Morris.<\/p>\n<p><strong>4 <\/strong><strong>Additional Matters for discussion<\/strong><\/p>\n<p>A tractor and roller have been driven over the area of trees planted in the recreation ground near the millennium pond.\u00a0 Alan Jenyon is in discussions with Paul Brammer.<\/p>\n<p>Clerk has passed section 7 (Power of Well Being) of the certificate in Local Council Administration. \u00a0The portfolio for reaccreditation of Quality Status has been submitted.<\/p>\n<p>Cambridgeshire and Peterborough Minerals and Waste Plan 2010 submission from HPC \u00a0everyone in agreement with reply prepared by MH<\/p>\n<p>Standing orders \u2013 a new version is available.\u00a0 Part 2 has been downloaded, Part 1 is available at a cost of \u00a325<\/p>\n<p>Green Infrastructure Strategy review \u2013 Consultation document to be completed by MH<\/p>\n<p>Footpath No 3 \u2013 there is a tree down in the ditch, and near the Barton Road end the bridge needs extending to avoid walking into water.<\/p>\n<p>A new music licence may be necessary for the pavilion<\/p>\n<p>No 62 High St still needs fencing around the garden.<\/p>\n<p><strong>5\/6\u00a0\u00a0\u00a0 County Councillors Report\/ District Councillors Report \u2013<\/strong><\/p>\n<p><strong><\/strong>Potholes are still a major problem, 7 gangs are out each day doing repairs.\u00a0 By late February, 1592 had been reported compared with 300 last year!\u00a0 Concerns are being expressed by some residents\u00a0about accommodating a third wheelie bin, refusal of a bin is being investigated.<\/p>\n<p>SCDC has agreed a 2.995% increase in council tax, the County Council 2.9% and Fire and Police authorities a similar figure.\u00a0 Council tenants will see an average rise in\u00a0their rent of 2.7% .\u00a0 The CEO of SCDC Greg Harlock and Cambridgeshire\u2019s Chief Constable\u00a0Julie Spence have both resigned to take effect in September.\u00a0 <strong>Guided Bus<\/strong> &#8211; Stagecoach have\u00a0repainted the slogans on their buses from \u2018\u2019 I\u2019ll be on the Busway soon \u2018\u2019 to \u2018\u2019Will I be on the\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Busway soon?\u2019\u2019.\u00a0 This project has now overrun by \u00a341M.\u00a0 CEMEX will shortly be submitting a\u00a0planning application to restore part of the quarry for agricultural use.\u00a0 The proposed funding by\u00a0the government for introducing a congestion charge has now been withdrawn.\u00a0 A new \u2018Urban Challenge Fund\u2019 is to be introduced.\u00a0Quote from the minister below\u00a0\u201cclear and measurable benefits for <strong><span style=\"text-decoration: underline;\">urban<\/span><\/strong> areas in terms of: enhanced mobility through offering people wider choices for their journeys; reduced congestion and increased journey time reliability; better health as a result of improved safety and much greater levels of walking and cycling; streets and public spaces which are enjoyable places to be, where exposure to harmful emissions is reduced\u00a0 and where quality of life is transformed, improved safety; and reduced level of carbon emission from transport.<\/p>\n<p>The Fund will support packages of measures designed to deliver all of these benefits.\u00a0The packages are likely to include a combination of <a title=\"115 Sustainable travel\" href=\"https:\/\/mail.scambs.gov.uk\/exchweb\/bin\/redir.asp?URL=http:\/\/www.dft.gov.uk\/pgr\/sustainable\/\" target=\"_blank\">sustainable travel<\/a> measures, investment to encourage modal shift and better bus services alongside demand management measures, better and city-wide traffic management and improved street design. Acting together, these measures will deliver a step change in the local economy, the health of urban residents and the environment they enjoy.<\/p>\n<p>The new Fund will replace the Transport Innovation Fund. Work by a number of authorities showed that a combination of measures was necessary to tackle the problem of congestion and could deliver wider benefits to local communities, the urban economy and environment.\u00a0TIF also encouraged new thinking in a number of areas, for example on a phased and incremental approach to demand management. Its weaknesses lay in its too narrow a focus on the issue of congestion, the failure to win public acceptance for the more challenging proposals and inability to transform governance at the same time as delivering radical change.\u00a0The new Fund will draw on the lessons from TIF and the new ideas that have come forward.\u201d End of quote\u2026\u2026..<\/p>\n<p>So this says to us that there will be no recognition of the <strong>rural<\/strong> issues facing us. If you were hoping for improvements to our bus services in any meaningful sense I fear that your hopes are to be dashed. This in particular will impact on rural communities such as Barrington, Gamlingay and the Eversdens as the bus services reduce because of the focus placed on Cambourne. Needless to say we will carry on campaigning for a proper rural bus service.<\/p>\n<p><strong>7\u00a0\u00a0\u00a0Committee Reports<\/strong><\/p>\n<p>A \u2013 <strong>Environment <\/strong>&#8211; No meeting<\/p>\n<p>The CEMEX exhibition illustrated that infilling will raise the level of the quarry by 30m leaving 20m exposed as there are still rich minerals in the face to be extracted.\u00a0 Access at the west of the quarry will be maintained.\u00a0 Trains will run from 7 am \u2013 8pm Monday \u2013 Friday bringing in the filler<\/p>\n<p><strong>B \u2013 Pavilion<\/strong> &#8211; No meeting<\/p>\n<p><strong>8 <\/strong><strong>Correspondence \u2013<\/strong> SCDC Standards Committee seeks Parish Council rep. nominations by 11<sup>th<\/sup> June.\u00a0\u00a0ACRE are organising a Parish Planning meeting on 31<sup>st<\/sup> March at 6.30pm.\u00a0\u00a0SCDC cabinet meeting with Parish Councils on Tuesday 23<sup>rd<\/sup> March 2 reps needed. \u00a0Future Jobs fund \u2013 posters to go on notice boards.\u00a0Meeting of Joint Development Control Committee on 24<sup>th<\/sup> March will include proposal for\u00a0outline planning permission for Trumpington Meadows \u2013 phasing, surface Water strategy, renewables and the Country Park.<\/p>\n<p><strong><\/strong><strong>Old Railway Bridge \u2013<\/strong> The recommendation of the Minor Works group of the University Management Dept is to insert a box culvert under the bridge.\u00a0 This is not supported by HPC and a letter is to be written to the Department prior to the meeting on 10.3.10 of the Resource Management Group.\u00a0 The main objections are lack of safety measures, no provision for cyclists or pedestrians, visibility over the existing bridge is nil and no increase in the width of the bridge.<strong><\/strong><\/p>\n<p><strong>9 <\/strong><strong>Co-option of Councillor \u2013 <\/strong>John Wheelhouse from Elizabeth Cottage, Knapp Rise was co-opted\u00a0to serve on the Parish Council.\u00a0 John Lowe has now resigned from the Parish Council.<\/p>\n<p><strong>10 <\/strong><strong>Finance<\/strong> \u2013 payment of outstanding accounts<\/p>\n<p>It was agreed to invest part of the Council\u2019s general reserve fund<strong> <\/strong>in a bond.\u00a0 The Clerk to investigate this<\/p>\n<p>The meeting closed at 9.30pm<\/p>\n<p><strong>Date of Next Meeting April 12<sup>th<\/sup> at 7.30 pm<\/strong><\/p>\n<p>Chairman<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Present \u2013Christine Kipping, Martin Heazell, Margaret Long, Olga Murkin, John Offord, Marjorie Richardson, Wendy Timbs. \u00a0Liz Heazell and Sebastian Kindersley were in attendance.
