{"id":1590,"date":"2010-09-14T16:06:10","date_gmt":"2010-09-14T16:06:10","guid":{"rendered":"http:\/\/haslingfieldvillage.co.uk\/wp\/?p=1590"},"modified":"2010-09-14T16:06:10","modified_gmt":"2010-09-14T16:06:10","slug":"parish-council-minutes","status":"publish","type":"post","link":"http:\/\/haslingfieldvillage.co.uk\/dev\/?p=1590","title":{"rendered":"Parish Council minutes"},"content":{"rendered":"<p><strong>Minutes of meeting held on Monday September 13<sup>th<\/sup> 2010<\/strong><strong><!--more-->Present<\/strong> \u2013Christine Kipping, Lucian Hatfield, Martin Heazell, Margaret Long, Olga Murkin, John Offord, Marjorie Richardson, David Slight, Wendy Timbs, John Wheelhouse<\/p>\n<p>District Councillor Liz Heazell and County Councillor Sebastian Kindersley were in attendance<\/p>\n<p>There was 1 member of the public present<\/p>\n<p><strong>1<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Apologies for absence<\/strong> \u2013 none<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Chairman informed the council that Angela Taylor had resigned.<\/p>\n<p><strong>2\u00a0\u00a0\u00a0\u00a0\u00a0 Members Declaration of Interest <\/strong>\u2013 Lucian Hatfield planning (neighbour to 29 Barton Rd)<\/p>\n<p><strong>3<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Open Forum \u2013 <\/strong>no comments<strong><\/strong><\/p>\n<p><strong>4\u00a0\u00a0\u00a0\u00a0\u00a0 Minutes<\/strong> of meeting held on August 9<sup>th<\/sup> were agreed and signed<\/p>\n<p><strong>5\u00a0\u00a0\u00a0\u00a0\u00a0 Matters to be reported from these minutes<\/strong><\/p>\n<p>Cycle racks requested at both shops, the village hall, the play area and possibly the Church.\u00a0 A site visit has taken place and measurements taken.\u00a0 Diagrams will be sent shortly showing locations.\u00a0 The racks are hoop shaped and cycles can be locked to them.<\/p>\n<p>Reply from CCC re decision on Section 106 payments for education c\/f to October meeting<\/p>\n<p>Letter from SCDC re street name suggestion for 30 New Rd<\/p>\n<p>Letter sent to Happy Bunnies at Barrington re advertising<\/p>\n<p>Playground Services state that there is no problem with adults using the play equipment except the spring rockers which are designed to take younger children<\/p>\n<p>6\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 P<strong>lanning <\/strong>\u2013 applications and decisions<\/p>\n<p><strong>S\/1325\/10 <\/strong>\u2013 Extensions and alterations to 12 Church St &#8211; recommended<\/p>\n<p><strong>S\/1272\/10 <\/strong>\u2013 Construction of a weir, fish pass and a small bridge at Byron\u2019s pool nature reserve, Grantchester Rd, Trumpington &#8211; recommended<\/p>\n<p><strong>S\/0799\/10\/F <\/strong>\u2013 erection of bungalow following workshop demolition 29 Barton Rd &#8211; recommended<\/p>\n<p>Tree works at Church Gate Cottage, 8 Church Way &#8211; recommended<\/p>\n<p>Permission granted by SCDC for an extension at 17 The Hemlocks and erection of boundary wall and creation of access (retrospective application) at 46 High St<\/p>\n<p>Application\u00a0 approved for residential development of up to 2,300 new mixed tenure dwellings and accompanying provision of community facilities at Clay Farm, Cambridge<\/p>\n<p>Leach Homes, the developers of 30 New Road have backed down and agreed to respect the full 5 metre width of the public footpath (including the wide verge next to the range of farm buildings)<\/p>\n<p>SCDC and CCC have objected to the application by EDF to reroute cables at Cantelupe Farm<\/p>\n<p><strong>7<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Additional Matters for discussion<\/strong><\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Remaining willow trees at the allotments, agreed to fell to ground level. \u00a0\u00a0Further inspection of tree outside 2A Lilac Close before branches are lopped<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Parking at School \u2013 discussions are taking place with the Headmaster and the Police.\u00a0 CCC Highways engineer to be involved.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Article in newsletter about provision of secondary school education at Comberton.\u00a0 Letter to be sent to Headmaster and Chairman of Governors.\u00a0 Parents to be encouraged to write their own letters to CCC.\u00a0 HPC will also be writing<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Proposed street names for Trumpington Meadows have been requested.\u00a0 Suggestions were \u2018Haslingfield Way\u2019, \u2018Barnard Close\u2019, \u2018Bourne Brook Road\u2019, \u2019Flavell Avenue\u2019, \u2018Francis Lupton Drive\u2019<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Speeding along Barton Road is becoming a problem again.\u00a0 This to be discussed with the Police<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The cost of supplying flashing signs to be investigated.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Repairs to grass area at the entrance to Play Park have been carried out<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 WT reported a large pothole at the entrance to Badcock Rd.\u00a0 Dangerous holes were also reported around no 62 High St.\u00a0 These to be reported to CCC Highways<\/p>\n<p>The plans for school at Trumpington Meadows are having to be revised due to cost cutting, it is now likely to become a two storey building.<\/p>\n<p><strong>8\u00a0\u00a0\u00a0\u00a0\u00a0 County Councillors Report \u2013 <\/strong>the online planning system at SCDC is still causing problems.\u00a0 Please report them to SK.\u00a0 Benefit Fraud continues to be a major problem, last year \u00a3126K was found to have been overpaid due to fraud in SCAMBS.\u00a0 Hauxton Remedial works continue with most of the worst bits having been excavated.\u00a0 The site will be less smelly as the weather cools and work hours will be shorter\u00a0 during the winter.\u00a0 The Government\u2019s spending review is going to have huge impact on District and County Councils.\u00a0 Proposals so far include cutting Local Housing Allowance probably by about \u00a325 per household per week, introduction of control over Parish Council precepts and devolving some core services such as day care and youth work down to local communities.\u00a0 Cutting community grants and axing the second connexions bus.\u00a0 Cambridgeshire Police Authority is looking for people to join its Custody Visitor panels.\u00a0 The panels are independent of the Police and their role is to make unannounced visits to police stations to observe and report to the Police Authority about the conditions under which people detained to assist police with their enquiries are being held <a href=\"mailto:police.authority@cambs.pnn.police.uk\">police.authority@cambs.pnn.police.uk<\/a><\/p>\n<p><strong>9\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><strong>District Councillors Report \u2013<\/strong>.The new CEO for SCDC Jean Hunter, takes up her post in October, she is anxious to get around the county and meet people.\u00a0 Feedback is still awaited from \u2018Mr Whippet\u2019 about the bus service.\u00a0 Rob Mungovan, the Ecology officer for SCDC, \u00a0has recently been awarded a \u2018Green Apple Environment Award\u2019 for his work at Trumpington Meadows.\u00a0 There were more than 500 nominations for the award<strong><\/strong><\/p>\n<p><strong>10\u00a0 \u00a0Committee and Working party Reports<\/strong><\/p>\n<p>A \u2013 <strong>Environment <\/strong>\u00a0&#8211; at a recent meeting it was decided to review the man power available and advertise for people to join a pool of labour to do particular tasks.\u00a0 An article will appear in the November edition of C &amp; V.\u00a0 Alan Jenyon had recently found papers relating to the institution of the Environment Committee ten years ago, these are to be revamped.<\/p>\n<p><strong>B \u2013 Pavilion<\/strong>\u00a0 &#8211;
